Expand description

Coarse class of a blocker attached to a paused goal. This is intentionally separate from GoalPauseReason: a pause has one primary reason, while the blocker list can contain several actionable items.

Waiting for an operator to resume an explicitly paused goal.

NeedsUserInput

Waiting for an operator answer.

Waiting for human escalation handling.

Waiting on an external system or dependency.

Verifier outage or refusal to decide.

Effective budget limit or usage-ledger availability problem.
