Address is free (or an ephemeral port): start and supervise our own gateway.
GatewayAlreadyRunning
A ZeroClaw gateway already holds the address (e.g. a standalone
zeroclaw gateway start): fail fast rather than start a second gateway
on the same port.
PortOccupied
Address is held by some other process: fail fast rather than degrade into a supervisor retry loop on the bind.
